Does emerge --update package, use the same USE flags as when I would have initially run USE="something or other" and then "emerge package"?
It will emerge package with the USE-flags defined in make.conf (overrided by /etc/portage/package.use, if defined). If you haven't changed them since the original emerge, they'll still be the same.
