You don't need kde's keyboard layout switcher applet anymore, you can remove it (this is what I've done). The applet doesn't switch layouts actually. It loads the entire layout each time you switch, not very efficient and sometimes the delay is visible until the layout actually switches (specially when the CPU is loaded). You'll notice that when you switch with alt+shift the layout is changed quickly, as it doesn't load it, just changes to the already loaded one.
