You don't need it I'm ussing the OSS plugin since I'm using straight kernel drivers. If you're using alsa drivers there is a alsa output plugin (smms-alsa I believe).
I think the only reason to use the arts output plugin if you want to use the features it has (multiple streams, network streams) I'm not sure what all it supports but the OSS output plugin works fine for me.
