If you're using Vixie Cron, there's a couple of things you may want to try: 1) Add your user to the cron group. 2) Add users who can run cron jobs to /etc/cron.allow -- you can also prevent certain users from running cron jobs by adding them to /etc/cron.deny. I'm not sure whether or not this applies to other cron daemons.
