There seems to be something pretty bad with Gentoo's DocBook stuff.  In 
the kernel source directory I just did:

# make htmldocs
...and got a load of locale messages:

    are supported and installed on your system.

...and then:

*** You need to install DocBook stylesheets ***

Now, I have DocBook stuff coming out of my ears:
$ qpkg -I -v docbook

So what is all that for if it can't be used?
