I use flux as well, I believe that when you emerged xv "allowed" this to
happen.
if you look at the .fluxbox/init config looks to
"/usr/share/commonbox/styles/" and a style that may have the line

xv -root -rmode 5 -max -quit /usr/share/commonbox/backgrounds/gentoo.jpg;
which sets the background image,

without xv available it could not, so no wallpaper---
with xv the command is actually executed.
