This is what I'd try.
Create the partitions as you want them, then simply dd each partition to it's 
new home (dd if=/dev/hda1 of=/dev/hdc2, etc).
Partition sizes shouldn't matter then, would they?
I've never used WinME, so don't know how it would react to a partition move. 
Win2K knows the physical location of partitions, and where it is, but we're 
talking about a Microsoft product here...
Grub can take over duties of booting easily.
