No, it is not PHP bugs. Please read bugs.gentoo.org. It's been filed and
RESOLV.

Just change the name of blackdown's libjpeg.so name (somewhere at
/opt/blackdown.....) to libjpeg.so.whatever and then reemerge (mod_)php.
Don't forget to rename libjpeg.so.whatever to libjpeg.so after emerge :)
