Had the same thing - Try to comment out your PORTDIR_OVERLAYS in the 
/etc/make.conf and try again. 

I had the same error and it was only for the "world" target.

Another thing to try is to clean out some duplicate packages

qpkg --nc -dups |  xargs emerge -pC


do the emerge -C for the lower versions unless you know of applications that 
use the lower version only. There is another qpkg option for this so check 
the man page.
