Are you sure that the cupsd service is *running* on both machines? That error sounds to me like you've got a service down.
Of course, this was the first I checked :-) ... and shut down firewalls on both machines to be sure there is nothing blocked
on server just "cupsd" is running, on client except of "cupsd" also "cups-polld" runs too
