local.conf is for fontconfig stuff, and it adds to fonts.conf.
/etc/X11/XF86Config is for "old-style" font setup
(you need both set up for your fonts for every app to have all the fonts
available)
/etc/X11/fs/config is telling the X font server what fonts to serve.
