I *think* that's because you've got an option checked to "reply in the 
same format as the message you're replying to". Certainly, earlier 
versions of Outlook & Outlook Distress had that option.

        Tools -> Options -> Mail Format tab, select Plain text
from the "Send in this message format:" dropdown.
