I did that but when I did:
ACCEPT_KEYWORDS="~x86" emerge wget
it said:
!!!CANNOT IMPORT FTPLIB: libssl.so.0.9.6: cannot open
shared object file: No such file or directory 
[snip]

is:
/usr/portage/distfiles/wget-1.9+ipvmisc.patch
[snip]

Also note that I can't even do simple stuff such as
start xchat-2
bash-2.05b$ xchat-2
xchat-2: error while loading shared libraries:
libssl.so.0.9.6: cannot open shared object file: No
such file or directory
bash-2.05b$
