I can't remember the exact reasoning as to why it was set up that way, but the point of the exercise was to ensure that users upgraded qt before upgrading kdelibs. If you can then unmerge kdelibs, upgrade qt and then reemerge kdelibs. Otherwise, go into the qt-3.2.3.ebuild, remove the block and then make sure that qt is upgraded before kdelibs.
