Don't know how Debian does it, but you can see what files "belong" to a
specific package by entering 'qpkg -l <package-name>' on the
command line. You'll have to emerge gentoolkit if you haven't done it
yet as qpkg is a part of it. AFAIK there's no way to see what files
would be installed by an emerge before hand.
