You'd want the contents of /usr/portage (with or without the source 
tarballs), /etc/make.conf, /var/cache/edb/world, and /var/cache/edb/virtuals
If you've got the space setting 'buildpkg' in FEATURES would be a good idea as 
it will make portage make a binary package for everything you install as you 
install it.

Put /usr/portage and /etc/make.conf on the new machine, install system, then 
copy the two /var/cache/edb files over and 'emerge world'

(Totally untested mind!)
