what errors do you get if you try running "startx" as a regular user? also check to make sure that (a) all files in /home/<username>/ are owned by that user and that that user can write to /tmp/
Yeah, I had this same problem when I started using Gentoo.. took me a week to realize I never set proper write permissions for /tmp. Shouldn't this be in the installation guide?
