How can I find out why I am supposed to reemerge the package and why, in this particular case, reemerging python does not fix it?

I believe the R tells you that if you issue the same emerge command (without -p) that it will re-emerge. It is not telling you that it NEEDS to re-emerge, it's telling you that that is what you asked it to do.

Try using emerge to update a package. Then, if there is no update, you will be told there is nothing to do (emerge -puv...)
