If the chipset has disabled the device through some chipset-internal interface - which is likely, since the sound chip is part of the chip set - there is probably not much the kernel can do. You could try to enable the device via 'setpci'. How to do this is specific to each chipset and even mainboard. (You'll have to find some documentation.) Basically you have to change some register of your host bridge and rescan the PCI bus afterwards. For the last step, your kernel has to be compiled with support for hotplug PCI.
