Edit /usr/portage/media-libs/lcms/lcms-1.13.ebuild and change the line that says 'elibtoolize' to 'libtoolize --copy --force' and try again. That should fix it.
A quick search of forums (http://forums.gentoo.org) and bugzilla (http://bugs.gentoo.org) would have given you the same answer.
