Uh, I'm not sure i understand you.

your localhost eth0 -> shorewall -> Inet
your localhost eth1 -> shorewall -> your other machines

Is above right?
What address ranges do you use?

What about routing? As root run:
$ route

or tracepath?
$ tracepath google.com
