DPMS (Energy Star):
   Standby: 600    Suspend: 600    Off: 600
   DPMS is Disabled

Are you saying that the radeon driver disable DPMS?

This is what the log shows:

# less /var/log/Xorg.0.log | grep -i DPMS
[    36.365] (II) Loading extension DPMS
[    36.595] (II) RADEON(0): No DPMS capabilities specified
[    36.653] (==) RADEON(0): DPMS enabled

The driver is lying to you :)  That sounds to me like a bug.
