the distfiles are same. But sometimes certain ebuilds are masked for

In the case of a binary, it should. If it didn't, portage wouldn't know which one it was getting. It may not be a good idea to put a amd64 binary on a x86 machine. May not work to well. So, they should be different.

As mentioned before, flash would be one case, video drivers could be another if they are binaries as well. There may be others to.
