Not necessarily, it's a catch-all term for network storage, it would be
ownCloud running on a LAN. However, professionally provided services are
many orders of magnitude safer than storing important files on a no-name
USB stick using a reverse engineered filesystem running through a
userspace layer.

Or you could simply use a shared folder synced with something like
SyncThing for everyone to access the files. Then you have safer hard
drive storage and some level of backup.
