You can't switch any two names because the udev rules are run singly, so at one point you will be trying to rename an interface with a name that is already in use. This has nothing to do with how easily you are able to grok the name scheme and everything to do with consistency. Unfortunately, there are still situations, especially with USB NICs, where this can fail, but for PCI NICs you are guaranteed that the names will always stay the same and you are not suddenly in the position of the two sides of your firewall switching places.
