You shouldn't need the old kde USE flag anymore.  Remove it from any of your 
packages in /etc/portage/, and your make.conf, unless you have a specific 
reason for wanting it there.  Enable USE="plasma" instead for optional KDE 
plasma addons.

If you have mixed stable and testing arch, then it'll take some digging or 
patience to get your problem resolved.  On a stable system here, 
pulseaudio-11.1-r1 installs without conflicts and works.
