If your portage was in sync with a mirror it would report version 2.3.67 as
stable and allow you to upgrade to it.
Since it is not in sync, it reports 2.3.67 as ~amd64. So set it as such in /
etc/portage/package.accept_keywords and emerge it. Then sync.
