Nothing fancy, Im afraid.  I just did

nano -w /etc/env.d/02locale

Mine reads:

LC_ALL=en_CA.UTF-8
LANG=en_CA.UTF-8

Theres a page on gentoo.org with instructions.  There's another line you need 
if you live in Euroland.
