I'm no pro at this but I think if you update xinit and sysvinit first it will clear that block. It could be the other way around tho. If init packages first doesn't work, try the display-manager-init first. Sometimes emerge spits things out backwards. One could remove those two *init packages but if you are actually running that install, it could cause issues. If done while chrooting in, it should be safe. One of those methods *should* work.
