Any ideas on what to try next?
You could try: wpa_cli add_network "AAAA BBBB CCCC" which will return a 'network id'; e.g. 0 if your wpa_supplicant.conf is empty and has no AP configured in it. Then use this 'network id' number to specify a password: wpa_cli password 0 "blah-blah" or wpa_cli password 0 '"blah-blah"' NOTE: Either the "AAAA BBBB CCCC", or the "BELL342" SSID may be for non- public users and it could reject your attempts to authenticate if your device is not whitelisted, so try the other SSID if one of them won't work.
