I'm not expert of python, but as I see python3.10 has been use.force enabled,
which
might be cause you the problem?
${portage}/profiles/base/package.use.force:210:dev-lang/python-exec
python_targets_python3_10
Anyway, why bother to drop python3.10? it merely take a few disk space
