This package will be brought in as a dependency by emerge, as long as you have specified the correct VIDEO_CARDS="" drivers[1] in your make.conf and then emerged x11-base/xorg-server.[2] Therefore it is not xf86-video-intel you forgot, but adding the necessary in make.conf.
