Yes...you can keep arts but have it use alsa if you set the alsa USE
flag on arts.  Or you can skip arts altogether and have it use alsa by
setting +alsa on kdelibs.

[ebuild   R   ] kde-base/arts-3.5.0  +alsa ...
[ebuild     U ] kde-base/kdelibs-3.5.0-r1 [3.5.0] -acl +alsa ...
