You need to edit/create an fdi file in /etc/hal/fdi/policy/. The hal docs
should have details.

The name of the disk default to the volume name, which you can set with
mkfs.msdos. As for mounting sync, this is a bad idea with recent kernel
implementations of FAT. It writes to the disk so often when saving files
in sync that you can destroy a device in a few weeks (I know, I did).
