Routes are set with routes_$dev=(), eg. routes_eth1=( "64.166.164.54" )

I think you should re-read the net.example and a bit more carefully.
Doing so, you'll see that there's no gateway=() section.

I didn't expect there was, but I was hoping there was still support for the old
syntax.  Obviously not.  Anyway, thanks for the nudge -- I just verfied that
replacing it with
  routes-eth1=( "default via 64.166.164.54"  )
does the trick, and I'm back in business.
