Daniel,
I think there are some settings in /etc/conf.d/hdparm that control if
just hard disks or both get options changed.

P.S. I'm not at my Linux box so I can't say for sure

Just in case his is different, this is what mine says:

# /etc/conf.d/hdparm: config file for /etc/init.d/hdparm

# You can either set hdparm arguments for each drive using hdX_args,
# discX_args, cdromX_args and genericX_args, e.g.
#
# hda_args="-d1 -X66"
# disc1_args="-d1"
# cdrom0_args="-d1"

# or you can set options for all PATA drives
pata_all_args="-d1"

# or you can set options for all SATA drives
sata_all_args=""

# or, you can set hdparm options for all drives
all_args=""

So you can set CD's, pata and sata drives separately. So you are correct.

so when my settings are correct, why doesn't the hdparm init-script apply this settings to my dvd-rom devices /dev/hdc and /dev/hdd
