Hrm, I can't think of a good reason those files should have the wrong 
md5sum.  A wrong mtime could be caused by mtime fixups done by the init 
system, but an incorrect md5sum is most likely breakage.

Hrm, I know wireless-tools uses (or used) the configuration in that file; I 
would imagine wpa_supplicant would as well, but I've never used it.
