This is a well known problem that will hopefully be fixed in portage 2.1.3. If you file a bug it will be marked as a duplicate of but #1343 [1]. You need to get rid of whatever package is pulling in the downgrade (or upgrade it to a version that is compatible with 4.3.99.2). That's assuming you want the upgrade.
