It doesn't work at all. Nothing gets masked. It's simply ignored:

# cat /etc/portage/package.mask
>~dev-lang/php-4.4.4
# emerge -p php
[SNIP]
[ebuild  N    ] dev-lang/php-5.1.6-r6  USE="..."

# cat /etc/portage/package.mask
>dev-lang/php-4.4.4-r9999
# emerge -p php
[SNIP]
[ebuild  N    ] dev-lang/php-4.4.4-r6  USE="..."

That goes for both stable and ~arch portage.
