AFAIR hdparm doesn't work on usb drives, as they use the SCSI transport
with a SCSI to ATA translation on a protocol bridge chip in the usb
enclosure.
You would think to use sdparm then, but the translation is apparently
minimal, so unfortunately you can't do things like spin down, etc.
I would guess you could unload the usb modules (uhci, ehci) but then you
would loose all usb...
