Hi Jo, What about Romania and Bulgaria. Both "candidate countries" are expecting a positive answer from EU at the end of 2006. INSPIRE website include reports (Sate of Play section) for both countries (Turkey also). Recently, in Romania, a INSPIRE working group was formed. It includes representatives from all the institutions involved in geospatial data collection, management and dissemination. Personally i know lots of romanian people (including me) that strongly support the public domain license for the state collected geodata and are eager to sign the petition.
