Do we/okfn have any official letter prepared with such request or you
mean to send them semi-official request on behalf of OKFN ?
I visited the 'open knowledge' website and couldn't find anything like
"open letter asking for open knowledge" :-)
What a good suggestion! I've knocked together a couple of form emails
and posted them at (comments/improvements welcome):

I'll send one off the one under 'Looks Like it is Supposed to be Open'
to maplibrary.org now.
