dear all, The second-round draft of the INSPIRE Implementing Rules has now gone into fully-public consultation. This means comments don't have to go back through an SDIC/LMO, as before. What I've heard is that there was notable negative feedback from SDICs that the line between 'normative' and 'informative' rules was too blurry, so the draft has been chopped right down and a lot of the appendices dealing with mappings to Dublin Core, ISO19115, etc, have been dropped and will be published as "complementary" later. The call for comments is open for a period of eight weeks, until 21 December 2007. Only comments received by the deadline using the template provided will be considered. At the end of this phase of public consultation, the Commission will elaborate a revised proposal and submit it to the Regulatory Committee as required by the Directive. This is an initial document that will be developed further in consultation with the stakeholders and relevant standardization organisations. Further documents explaining the relationship to other standards such as Dublin Core, and guidelines for the implementation of the Metadata Implementing Rules will be published at a later date.
