The diffs are currently in the redaction-period subdirectory because of the ongoing licence change in OSM. The reduction bot has been going over the OSM data and deleting a lot in the last two weeks. I'm not really sure what these updates would do to your Nominatim instance. I strongly recommend holding off updates for another week or two and then reimport the first ODbL planet coming out. Diffs up until 9th July are safe to use, though. If you want to use the redaction updates, you have to set up the updates manually. Edit settings/configuration.txt to point to http://planet.openstreetmap.org/redaction-period/minute-replicate Then go to http://planet.osm.org/redaction-period/minute-replicate, find the state.txt file where you want to pick up updates and copy it into your settings folder (as state.txt).
