http://nominatim.openstreetmap.org/search.php?q=olsztyn
It only shows city's boundary but does not show the city itself in the
results.
Compare with this search:
http://nominatim.openstreetmap.org/search.php?q=kortowo
Here both the boundary and place are shown.
