It seems that Germany is more and more moving away from geographically
fixed license plates, so consensus was not to have a specific license
plate tag. Instead, just put the conventionally used abbreviations in the
ref tag of the boundary relation of the county or city. Nominatim will
pick them up from there.
Supporting openGeoDB:license_plate_code is not a good idea because it
comes from a very old one-time import and is largely unmaintained.
