Comment:
There is a lot of guessing going on here. The postcode is only available
as an approximate location and so are the locations of Stillwater and
Cypress. Stillwater is the closest place node to the postcode, so not much
that can be done in Nominatim. You should add a administrative boundary
relation for the town of Cypress. That should improve the situation.
