that is a problem in the OSM data. Bangui was tagged as a boundary which
had Nominatim confused. [http://www.openstreetmap.org/changeset/19488863
Fixed that] but you may want to have a look at the international names on
[http://www.openstreetmap.org/node/27564988 the Bangui node]. There is
something wrong with the character encoding.
