#5164: Search for address fails if street is not present

If OSM contains an address node (or building with full address), it can
only be found if the referred addr:street is also present as a highway=...
Take for instance the node: http://www.openstreetmap.org/node/2763748664.
It contains the full and official address: Zuidkamp 96, Enschede.
Since "Zuidkamp" is not the name of a street, Nominatim does not return
it.
Is it possible to include it?
