Just doing the grant would have been sufficient in that case but it looks like this one did the right thing as well. It looks like your initial import still didn't work properly. You'll have to drop the DB and start from scratch. Make sure you log the output of the setup script and carefully check for errors after it is done. The final output should be about CREATE INDEX (a lot of them). Also, I recommend trying with a very small file first (e.g. the Liechtenstein excerpt).
